The the new city of 2.3 million people, and a government comprising of one mayor, a 56 member council, over 50,000employees and a budget exceeding $6 billion, which is at par with the province of Alberta, is turning out to be a mega-election. the campaign, expected to cost each candidate about a $1 million, has Munyonzwe Hamalengwa, a Zambian immigrant, contesting.
